Most people know this program as a “USDA loan.” Some know it as a “USDA mortgage,” a “USDA house loan,” or a “Rural Development loan.” Same program, different names, and we’ll use all of them here, because you shouldn’t have to guess the right vocabulary to get a straight answer.

This is the number everyone gets wrong, so here it is plainly:

- Households of 5 to 8 people: $162,100 to $236,350
- A single buyer gets the full 1-to-4 limit. No shrunken solo ceiling, a household of one has the same limit as a household of four.
- Bigger households get meaningfully higher limits. A big family near a metro edge often qualifies when they’d never guess it.
- The limit is measured against your income after certain deductions, so your gross paycheck isn’t the final number.

And if you’re genuinely over the limit, that’s not a dead end, it’s a different door. In Oregon, the state’s Flex program is the natural pivot: it works in town, no eligibility map required, and its income limits are far less strict. Why are the limits so much higher than the program’s reputation? Short version: they’re recalculated regularly, they’re set county by county, and they finally caught up to what homes actually cost. Where USDA Loans Work: The Map Is Bigger Than You Think
Here’s the biggest misconception about USDA home financing, stated as plainly as we can: “rural” doesn’t mean what you picture. It doesn’t mean farmland. It doesn’t mean an hour from a grocery store. On the actual USDA eligibility map, the ineligible areas are small islands around the major metro cores, and essentially everything else qualifies.
And here’s the strangest part, worth knowing before you look at any map: USDA draws its own eligibility lines. They’re not city limits, not ZIP codes, not county lines, they’re USDA’s own boundaries, and they can be genuinely bizarre. Which is exactly why the only real answer for any specific home is checking the exact address, and we do that for free. Below, state by state: the areas that are in and out, and a city checker with a straight answer for every incorporated city, all 794 of them across our three states.
Oregon
Of Oregon’s 241 incorporated cities, 209 are 100% USDA-eligible. The exceptions are the metro cores you’d guess: Portland and its inner suburb belt (Gresham, Beaverton, Hillsboro, Tigard, Lake Oswego), Salem and Keizer, Eugene and Springfield, Corvallis, Albany, Bend, Medford’s core, and Grants Pass. That’s essentially the whole list.
Here’s the part people miss: those cities are out per se, but the surrounding areas are very much in, and having one of those city names in your address does not mean you’re inside the excluded zone. USDA draws its own lines, and it’s normally just the metro core itself that’s shut out, while homes all around it, often carrying the exact same city name in their mailing address, qualify just fine. Eugene address, outside the line? Can work. Salem address in the county? Can work. That’s why the address check with us is the real answer, not the name on your mail.
And the eligible ring around every island is wide open: the line literally runs between Hillsboro (ineligible) and Cornelius (fully eligible), one town over. Around Portland: Canby, Sandy, Estacada, Molalla, North Plains, Banks, Scappoose, and St. Helens. Around Salem: Silverton, Stayton, Dallas, Monmouth, Independence, and Woodburn. Direct vs. Guaranteed: The Two USDA Loans, and Which One You Actually Want
Here’s something most USDA content never explains, and it trips people up constantly: there are two different USDA loan programs, and they work nothing alike.
The USDA Direct loan is funded straight through the USDA itself. It’s aimed at very low income borrowers, the name means exactly what it says, and going that route means working directly with the agency, which is famously slow going. The USDA Guaranteed loan is the one most people mean when they say “USDA loan”: it’s originated by an approved lender, backed by USDA, and it’s what we do. If you’ve been reading about “502 loans” and wondering why the process sounded so painful, you were probably reading about Direct. The Guaranteed side moves like a normal mortgage.

Building in the Country, and Other Less-Common Paths
Building instead of buying? USDA has a construction path on eligible rural land, and it’s worth asking about. Full honesty though, and this is us talking you out of nothing, just telling you the truth: in all three of our states right now, it’s generally more expensive to build a home than to buy an existing one. Sometimes the build still makes sense, land you already own, a specific plan, the right market pocket. That’s a sit-down-and-run-the-numbers conversation, and we’re glad to have it.

USDA can finance manufactured homes under specific age and installation rules, and those rules have moved around the last few years, so we won’t publish a rule that might be stale by the time you read it. What disqualifies you from a USDA loan?
Usually one of three things: the property sits inside an ineligible zone (only the major metro cores in our three states), household income comes in over the county limit, or the debt-to-income ratio doesn’t fit USDA’s tighter guidelines. All three are checkable before you spend real time on a property, and we check them for you. None of them is a guess you have to make alone.
I looked into a USDA loan a few years ago and didn’t qualify. Is it worth trying again?
Very possibly, and this is the question we most wish people would ask. For years the income limits lagged badly behind home prices, and a lot of good buyers got squeezed out by the combination of the limit and the debt-to-income math. The limits have since jumped substantially: 2026 limits across Oregon, Washington, and Colorado run from $122,800 up to $236,350 depending on your area and household size. Meanwhile prices in much of our footprint have stayed roughly flat. The wall you hit may simply not be there anymore.
What’s the income limit for a USDA loan in 2026?
It depends on your county and household size. Across Oregon, Washington, and Colorado, the 2026 limits run from $122,800 to $179,050 for households of 1 to 4 people, and $162,100 to $236,350 for households of 5 to 8. A single buyer gets the full 1-to-4 limit, and the comparison is made after certain deductions, so your gross income isn’t the final number. Anywhere close? What if I make too much for a USDA loan?
Then you have options, not a dead end. In Oregon, the state’s Flex down payment assistance program carries far less strict income limits, works right in town with no eligibility map involved, and can get you in the door with very little out of pocket. My address says Eugene (or Salem, Bend, Spokane, Fort Collins…) but I’m outside the city. Can I still get a USDA loan?
Quite possibly yes, and this is one of the most missed opportunities in the whole program. Eligibility follows the lines USDA itself draws on its map, which are their own strange thing, not your ZIP code, not city limits, and definitely not your mailing address. What credit score do you need for a USDA loan?
There’s no single cutoff, USDA credit requirements are genuinely flexible, and files get looked at as a whole. If another lender quoted you one magic number as a dealbreaker, it’s worth a second conversation before you give up.
What if my debt-to-income ratio is too high for USDA?
This is USDA’s one genuinely strict spot, the tightest DTI rules of any program we work with, and it’s the most common reason a strong file doesn’t fit. If that happens, it almost never means you can’t buy, it means a different program fits better, FHA and conventional both flex more here. We’ll run it both ways and show you.
What’s the difference between a USDA Direct loan and a USDA Guaranteed loan?

Do banks do Rural Development loans?
Some do, plenty don’t, and many that technically do rarely touch them. This program has two extra moving parts, the eligibility map and the income limit math, and it rewards people who work with it constantly. That’s us. We’ll check both parts in one conversation.
Do USDA loans have PMI?
Not PMI, but yes, there’s mortgage insurance, USDA’s own version, and it’s small: a 1% one-time upfront guarantee fee and a 0.35% annual fee. FHA, for comparison, charges 1.75% upfront and 0.55% annually. The MI is honestly one of the least painful parts of the program.
